74的正确答案是：

A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities are allowed to dump into the Great Lakes.

看了前人的笔记，也看了OG的解释，但这里还是没有搞明白，为什么时态是reduced和are allowed?尤其是这个are allowed,弄的我是云里雾里啊。。

应该是这样吧。

主谓宾都出来了，很明显了。
市民被允许，被动语态，复数。选d

1972年的事情当然是过去式了，所以用reduced
政府做的事情通常是持续性的，一般用现在时态

可以参考Paris Opera那道题，一样一样的
