第一段主要是說主要是說有兩位學者發現business regulations跟favorite big companies然後 senate在擬案或推動法案的時候會傾向那些對大公司有利的，而這些公司會提供campaign還是什麼的。這根之前普遍認為regulators會為群眾利益服務的認識是不一樣的 第二段說儘管如此，不是所有的公司都會認同這種business regulations
然後舉例某一年1985(?)有人想增加ICC(international commerce commission)對美國鐵路的權力之類的 除了一家公司，其餘的好像都反對此項動議但是來年還是在某個法案影響下通過了 有一題問那項關於ICC的正確 我選scope of power on train industry增加

AA 碰到的不是那篇 我哪篇大意是說有個叫Foster Health經營fitness gym，開頭提到一個survey發現保持身體健康除了運動之類還需要吃健康的食物 然後提到這些食物主要是organic food 說話的人接者說這個foster health在的city已經準備好了（應該是此方面的市場或是各項resource準備好了)然後FH應該在其他人未進或發現入此市場的前提下趕快進入 因此應該在他擁有的三個gym裡面增設一個organic food section 然後好像就是問comment on how well reasoned the argument is
