A.   less than they did
B.   less than it did
C.   less than they were
D.   lower than
E.   lower than they were

答案是 a，还有啊， less 和lower 应该怎么区别使用啊。

额外求教一个与发点， according to 放句首的话，需不需要考虑逻辑主语的？

they指代costs
did 是 rose相应的助动词
