(B) its merits may be, the proposal of taxing

(C) its merits as a proposal, taxing

(D) the proposal’s merits, to tax（A）

(E) the proposal’s merits are, taxing

我觉得E更靠谱啊，根据意思，引起灾难性效果的应该是收税这件事情，而不应是proposal，提个建议而已

不会有啥后果呀，所以主语应用taxing才对呀

望各位牛牛点拨！

但D不是也没有修饰proposal吗？

whatever its mertis 和 if enacted都是插入语，一般先去掉再做题。如果选DE的话，taxing。。。和to。。。都不能跟Have（谓语）连接。所以选A。

可是前面不是有would吗？为什么动名词不能与have连用呢？
