C选项就是建立在A选项的基础上，A的意思就很浅，你不能给他强加上c的意思，A可没说国外用这些older moto，是你自己认为的

A答案说的是对air空气没有办法分开，这个是无关的；因为题目说的是global atmosphere will be reduced，所以美国好也就是对其他国家好；至于你说和C一样，是又进了一步，加了一个assumption that: other countries might use the older automobles discarded by the US. 但是选项要选择直接的，不可以再进一步

另外你的意思可能是，其他的国家仍然使用，那么pollution仍然不会下降；我认为这个是一个regardless的问题。不管美国有没有继续使用，其他的国家如果increase the use，都会造成污染上升，只是其中美国部分下降了。如果没有也继续使用，那么污染会上升的更多。
这个问题的破题点在于：总量=A+B, A下降了，只要B 不是因为A的下降而上升（就是说，B可以是本来就要上升），那么A的下降就是对总量的下降有意义的。
C说A下降的部分，导致B的上升了，那么A对总量的就被抵消了。所以说最能削弱 A有作用
