这题答案不是c么？～～ on the basis of avoidance of duplicated facilities alone.（avoid的是facilities,duplicated 修饰facilities） (C) solely in that duplicated facilities should be avoided（正解） (E) if only because the duplication of facilities should be avoided（这里变成了duplication should be avoided ，主语不对啊～。if only 是“要是。。就好了”的意思，这里好像不合适吧～）
