答案是A，但是我认为不对。因为voter是可数名词阿，为什么用much修饰？还是much另有修饰？

"Much" is not about voters here., but about "agree". Of course, the sentence can be re-written to be "Although not many US voters agree that ..."

How much do you agree with me? (see... how much agreement is uncountable.)

thanks, i got some points. But i still think the position of "much" is so strange. Maybe it should be witten as " however United State voters may agree much that..."

不妥... according to <longman>,
- however much/many (固定词组):
. I really want the car, however much it costs.
- how/however much
. You know how much I care about you.
. I think you have to accept the pain, however much it hurts.
