Choice B offers the correct infinitive, to provide, but contains the faulty so as to. Choice D is best.

B的逻辑主语不清楚,不如D清楚.so that 加情态动词表示目的.

看看以前的帖子,有一个讨论2者的用法的.

     so...as to     意思上类似于so...that，只能用语简单的系表结构，逻辑主语需要和句子主语一致，且不能倒装用

     so...that用法很广，包揽一切脏活累活

         金山上给出so as to连用的意思是：
     adv.
     使得, 以致
     如此...以致于

         意思上so ...as to和so as to是有区别的，而且，现有的题目中so as to连用都错

they看起来就是指代workers了，是不是就近指代呢？关于代词指代是不是还有逻辑指代？我一直疑惑，关于代词指代请NN指点一下。谢谢先。

so as to应该是单一主体，而so...that可以是两个不同的主体。
单一主体时，so as to比so ... that简洁，所以选so as to。当时多个主体时，就必须用so ... that了
