我可能是没看懂这题的意思,我理解的是它说政府要降低犯罪率,所以严厉对待罪犯让监狱条件更差,最后说尽管如此,ACTION跟政府的最终目标悖道而行,因为被释放以后,读大学课程的人总体别别的罪犯犯罪要低。怎么答案上说这个假设是,读大学课程的人总体来说并不比别的罪犯在释放以后犯罪少呢?我感觉整个题好像都是乱的,可能也是我没弄明白,请NN指点。

In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher. part of this effort has been to deny inmates the access they formerly had to college-level courses.however,this action is clearl counter to the governor's ultimate goal, since after being released from prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

A。not being able to take college-level courses while in prison is unlikely to deter anyone from a crime that he or she might otherwise have committed

C的意思是这些被选去参加大学课程的犯人出去后犯罪的概率不是本来(即使没参加这些课程)就比其他犯人低。(而是由于参加大学课程以后才变低的)。个人理解。
