a society is stable only if its laws tend to increase the happiness of its citizens这句话是作为论据说明为什么社会的稳定是建立在相对稳定的公民远期目标上的。所以选B，E是说这句话是用来举例说明一个general principle，显然不如B准确。因为这句话在这里的目的显然是支持conclusion。
