(E) that impose stricter limits on medical services, requiring doctors to see more patients and spending
134. (31696-!-item-!-188;#058&004702)
Among lower-paid workers, union members are less likely than nonunion members to be enrolled in lower-end insurance plans
imposing stricter limits on medical services and requiring doctors to see more patients, and spend less time with each.
(E) that impose stricter limits on medical services, requiring doctors to see more patients and spending
Grammar-wise, E means: (Plans) impose stricter limits on medical servise. (medical services) requiring requiring doctors to see more patients and spending.......
However we all know services could not be the logical subject of spending.

Among lower-paid workers, union members are less likely ...to be enrolled in lower-end insurance plans that impose... and require...
结构中,to be enrolled是没有并列词的,that引导plans的定语从句,从句中的谓语是impose和require,这两个词需要时态相同,spending引导结果状语,作为前面require doctors to see more patients的结果。
