问：compared不是只能修饰就近的n吗?那不就是修饰population了，不是35percent了吗？[/bgcolor]

过去分词ed可以跳跃修饰的，这一点和which比较像；而ing现在分词和that作先行词的时候通常是就近修饰的。所以这里的ed是修饰percent的，此点说的通。此题主要考的是简洁形式，什么when compared,as compared , comparing, 一般出现铁错。

可是我怎么会知道ed到底跳到哪停呢？which从句有谓语可以控制，但ed怎么控制呀？

可是我认为-ed不能修是全局，只有-ing才可以
