请问likelihood 后面能用to do的形式吗？

下面哪一句更好？可以替换吗？区别在于什么：

the students of A are twice as likly as the students of B to attend the meeting.

the students of A have twice likelihood to attend the meeting as do students of B.

likelihood通常加of或加that从句，不加to.

twice 可以修饰likely吗？
