你没看懂og的解释,所以你会觉得b也是对的。其实就是一个理由,被比较的是以前的changes和1986法案带来的changes, b的意思是以前的changes 和1986法案本身作比较,故错。

首先要知道主语是taxpayers, 如果选B, 就变成taxpayer 遭遇很多变化如同1986年的税制改革法案. 原句意思是说纳税人以前从来没有一下子遭遇变化和他们在1986年的税制改革法案中遭遇的变化这么多.
