刚看过一个帖子解答这个题目，搬过来给你看一下。 答案是E regulating作定语修饰ordinance，mandated...,required...,and granted...并列。 我选错选了B 因为把regulated...,required...再加上一个and当作了并列，实际上没看到and后面不是动词，然后把granting当作伴随结果。
