答案选D我选B
我是这么考虑的：本题题型是must be true,也就是归纳题，所以应该选B；如果原文问加强，我觉得应该选D。请大家说说，对吗？

似乎原文没有提到罚款多，就不受人待见吧

对，原文是没有这么说。
可我总觉得D选项像是加强不像归纳啊，大家说呢？

原文：有了新规则，那么犯规的人就多了

D选项说的是，如果新规则能让更大比例的犯规的人被抓住罚款，那么总收入就多了

这是从原文可以推出来的

联系原文和D结合起来看，就是说了这么个问题：犯规的人增加，同时犯规中被罚款的人的比例也增加，总收入就会增加

现在原文作为既定成立的，是提出了新规则会使违规的人增加，那么就能推出（D）：如果被罚款人比例也增加，总收入就增加

如果把D改成：新规则的实施会使更多的违规者被罚款（只留前一半），那么就是加强，因为它加强了题干中的最后一句，但是整个的D选项是可以由题目中推出来

B这个选项原文中完全没有提到，推不出来的。D和原文是相符的。

这明明就是由原文推结论的题，选一个与原文最接近的能推出来的就行了啊
B加了新的东西 the council will fall from favor with the citizens.这个不一定，说不定regulation让大家觉得政府没闲着干了实事呢
不一定的东西在gmat里一定不会做结论
