MM其实这个题你没必要考虑as a means to与as a means of的区别 这个我觉得就算是native speaker也很难说清楚是什么区别吧 不是这个题的考点啊
说说我的看法
先读题，搞清楚句子意思是说什么 cities are stressing the arts and investing millions of dollars 从意思上就可以判断出来是stressing与investing并列 而不是greater economic development与invesment并列(后者逻辑意思不通啊)
所以就剩下A与B了 economically用的不好 改变意思了 而且平常我们就是说economic development算是个idiom吧可能
其实我的体会是 题目中选项不一样的地方并不全是考点 先从意思入手
