这里有几个地方让我对答案A很是存疑，其一，如果A对，那么后面部分是predict引导的宾语从句，但是predict没有that来引导宾语从句啊，不是说宾语从句的that不能省略吗？其二，it 的指代很有问题，按优先指代最接近的原则，it 有很多个指代可能，包括modernization，rationalization，ethnicity，所以有点模糊了，反而是D都没有这两个问题，可能ethnicity有点重复了，但比A有两个问题要好啊，此题我需要有说服力的语法规则。

从逻辑上it应该指代后面的ethnicity. 不可能自己undermine自己吧。另外Predict后面要用将来时，排除D。所以would不能缺。另外个人认为这里predict后面不需要that，因为原句的结构式the scholarly wisdom that predicted ...。
下面的payment逻辑有问题。1. additional payment也可能回引起歧义：表示额外支付的款项。 2. E的意思也不正确，borrow against是抵押贷款的意思，所以就是你说的payment不能borrowed。
