the first是表示复数的概念，同意。

区别应当是强调个体和整体吧？

among在be动词后，等于one of。


EG：She is among the best of our flyers. = She is one of the best of our flyers.


由于one of的缘故，这里的first显然并非指第一个，而是指第一批或第一流，因为第一批或第一流都可能不止一个，所以用复数就合理了；


one of the first of B's national museums － B的所有国家博物馆中能算得上第一流的那几个中的一个


one of B's first national museums － B的一流国家博物馆中的一个（有三种理解：1－同上；2－B可能只有这些博物馆而没有所谓的二流或三流博物馆；3－B有好几个名字叫《B's 一流国家博物馆》的博物馆）

C, "fist' modifies "museums" and "to seek.." modifies museums, while D, "museums" modifies "the first", "to seek..." modifies "the first".
