承认了第一个粗体部分correct
但是尽管如此 blabla 后面又指出了其他方面 最后得出结论

同意LS的,我开始也选了D,后来一想其实D的后半句不对,这个claim本身其实没错,针对plan实现之前的情况的对的,只是现在情况变了,sales上升所以这个claim不成立了

答案为A。
第一黑体部分阐述的是事实。而非claim. 而且Nevertheless, implementing the plan will probably not reduce the money going to Aroca’s schools. Several large retailers have selected Aroca City as the site for huge new stores, .....probably not 表明是一种prediction
