标题: 一道有关词语摆放顺序的语法题

(e)to the shortage of regulations to protect investors in orhers and a serious lack of information about investments.

答案选（A）答案的解释是in others 和in some countries对称。

可是我觉得不对。我觉得这里的in others 应该修饰的是investors.从句意理解来看，在国外投资风险很大，一方面一些国家的政治很不稳定，另一方面这些国家缺乏保护投资者的规定，以及投资有关讯息严重缺乏。我觉得这里应该是说这些国家缺乏保护外国投资者的规定。而且如果说in others 指代的是in other countries，那不是除了本国以外其他所有的国家都缺乏投资信息？我觉得题目要表达的意思是当地国家的居民能够了解当地国家的信息，带式外国投资者就很不了解当地过的投资信息。

虽然我也觉得我有点胡搅蛮缠，但是我觉得我这样分析更能体现作者的思想。。。不知道对不对，请指教！

我觉得如果In others修饰investors意思不对，就变成了缺乏保护其他国家的投资者，句子的意思是只要是投资者都应该保护吧，而且后面半句a serious lack of information about investments如果没有修饰句意就不完整了，投资者应该就是对除本国的信息外，对其他国家的信息都不了解吧

in others 是和前面的 in some countries 相对应吧。指其他的国家而不是投资者
