the Moon was formed in the same way as were the planets in the inner solar system (Mercury, Venus, Mars, and Earth)

这里的as 可不可以理解为（formed in ) that

the Moon was formed in the same way that the planets in the inner solar system (Mercury, Venus, Mars, and Earth) were formed in.

这两个在用法上有什么不同？在什么情况下偏向于the same as....什么情况下偏向于the same ...that???

the same as 重在比较动作，这里一般有平行或补不补出谓语的考点。
the same N that， that重在修饰N，是限制性定语从句。

the same way as 里的the same as是固定搭配,the same as 比较的两者的动词都是一致的，所以as后面有大量的省略。
the same way that是从句了，从句后面的动词可以和主句谓语动词不一致，如：旧OG中的一题“A letter by Mark Twain, written in the same year that The Adventures of Huckleberry Finn was published,reveals that Twain provided financial assistance to one of the first Black students at Yale Law School.” 两个动词written和published不一致。
