此题脚简单，但BC如果不考虑别的问题，though some protective measures, such as the establishment和 though some protective measures, such as establishing 哪个更好呢？

哈哈，答案就是B，我的意思是which is better to modify measures, establishing or establishment?

这道题很明显应该选b啊，因为though引导的是从句，需要谓语，having是现在分词不能做谓语，所以很容易排除ACE三个答案，D更是一看就是错的

TONY, 偶觉得用establishment比较好, (the act of starting an organization, relationship, or system)
例子:

establishment of
the establishment of NATO in 1949

而动名词偶觉得一般在没有相应名词的时候用. 这个请大牛指点!

这里之所以用establishment 好，我认为是由于前后的比较，如果前面是一个action的话，后面用establishing较好,而前面是名词，尽管such as 是举例，可能没有like的比较来得要求严谨。
