按照答案E的说法,的确可以增加存款。但是题目问的是weaken the argument,E里面根本就没有提到前面所谓的investing in research and development ,因为存款增加并不意味着投资增加。比如中国人的存款多得很,但是投资的却很少。那么E根本就与argument无关,只是削弱了结论。这该如何解释?

The concusion is to increase saving and investment by CHANGING TAX CODE, however Choice E indicates that saving rates can be increased without changes to the tax code.
