首先E从语法结构和语义上都没有错误;

D把for long-overdue紧跟在了the nation’s highest military award之后,使得句子意思变成了“国会荣誉勋章是为那些long overdue的英勇事迹设立的最高国家军事奖章”,而这显然歪曲了句子的原意。
