先通过主谓一致排除A\B\E
that is 是插入语，无实意，如果是which means则，句子结构不完整
至于后面的disproportionate to应该是省略的形式，用“to”是习惯用法

这里两个that并列?如果是并列,是否第二个that前应该有个连词什么的?高手指点.谢谢.

that指代“all employment selection mechanisms ”，简单的说就是“mechanisms”，所以后面用screen out。

请参考解释中的这句话“that have 和 that screen是并列的两个定语从句，两个都是限定性定语从句中间不用and来连接。”即“that have”和“that screen”都是用来形容“mechanisms”的。
