首先，不知道LZ的题目编号是怎么来的，但GWD31套里的GWD-4-Q17是一道关于饭馆公司的题啊。

就这道论，我选B：

A,E很好排除；
... have greatly downsized 说明后面也是个句子，排除C；
而D从语法结构上勉强说得通，但while表同时或转折的逻辑关系，而这题可能是想用后面的句子说明钢铁行业具体怎样得变了，所以觉得B的as可能更好。

B, because "Conducted" refers to companies and its verb is "have" in the latter portion of the sentence
