我选的是B：只有付出死的代价，才能enter

on pain of death,习惯用语。意思是：违者以死论处。

"on pain of death" means that be sentenced to death if one violated the rule

不过我的意思是说 site which no commoner or foreigner could enter without permission on pain of death读起来不顺口，感觉不连贯
