不定式用来表示目的，所以aim，ｇｏａｌ之类的次就可以用ｔｏ ｄｏ ｓｔｈ，因为目的是．．．．．
ｌｅｇａｃｙ是＂遗产＂的意思，和ｔｏ搭配怎么能行呢？
我觉得是否可以用ｔｏ ｄｏ不能简单地看他所修饰对象的词性，而是应该根据他修饰对象的意思出发来判断逻辑上合不合理．
gmat讲究在现有条件下挑出最好的，这题有名词就不要其他形式，符合ets的平行原则。就像我们能开宝马就不开福特一样。
我的问题是能不能请高手翻译一下此句。

我理解的是商家进行的campaign,你理解的是政客的campaign,不知原句意是怎样的，之所以想到商家是因为

好不容易弄明白了，原来这句话的结构是：
Legacy (sth.1) of campaign(sth.2) to do is sth.3....
这里的to do 是修饰 camgaign 的。所以就可以更加简化成：
Legacy (sth.1)... is sth.3;
这个结构和sth to do is to do 是不一样的。
for example : The best way to extract the flavor from saffron threads is to soak them in liquid after pounding them.
大家看看我的理解对不对。
