我觉得答案没问题啊。问的是假设，题目结论说“has not met its goal are false.”就是说达到了目标。总的output=per*quantity. 前面说的是TOTAL的，而另外的一个条件说的是每个人的，所以把这俩联系起来的只有E咯~
