问题：题目是否有错？environmentalists proposals是不是应该是environmentalist's proposals？=》逻辑主语对称

in contratory to 要求前后对比对象一致，因此句子主语需要是 proposal。

D 里面过去时同现在时夹杂，时态不一致，而且结构上看，插入非限定性定语从句之后的 and the plan 前最好有逗号将从句分隔，否则容易造成歧义

E 时态一致，would call for 和 and the plan would delay 也平行。再者，call for 动词优于 D 的 a call for 名词

由于平行，主语不能是administration
关于C选项，我认为 In contrast to environmentalists proposals to limit emissions of certain
pollutants,在句子里做表目的的状语，C选项里主句变成proposal was a call 是系表结构，和前面目的状语在逻辑上不匹配。
个人观点，水平有限，请多指教
