答案是A吧
举个例子吧: I've never seen an apple as big as his head
后置修饰apple
没有歧义
as...as 结构肯定修饰countries 的,这个你没疑问吧?所以

文中是国家与国家比较, 如果按C, 味道就变了
countries as varied as countries of china...
如果你说修饰natural resource base 呢! 但它是单数啊! 不能用those
其他选项不是罗嗦就是缺东西.
