答案为E。关键问题是she included in it a call for female enfranchisement中的it不会因为可以指代the Declaration of Sentiments 或者Seneca Falls Women’s Rights Convention 而导致指代不清吗？请大虾帮忙看看。

不觉得 E 的 it 会有歧义。
ECS 起草了一个宣言，她在这个（宣言）里，包括了一个!@#$%的号召

that引导的定语从句和要修饰的内容隔得太远了

不觉得 E 的 it 会有歧义。

从意思上判断it指代了那个宣言，但是E里面有两个单数名词，宣言和大会，而且it离大会更近一些，所以不太好判断吧

'A' and 'B' are awkward and wordy constructions and are therefore wrong.
'Declaration of Sentiments' and 'inclusion of a call for ...' happened at almost the same time. Hence past perfect 'had been included' in 'C' is incorrect tense.
'D' has no main clause and is therefore wrong.
In 'E' 'it' refers to 'declaration' which is subject of the previous clause. The construction is clear and concise.
Hence 'E' is the correct choice.

AD-句子结构不完整；
B中that从句离修饰对象太远；
最后剩下CE，我觉得C中有两个地方不太好，其一是句末的it；其二是被动语态；
至于E中句末it指代的问题，相比C要清晰很多，E是when连接的主从句，句子结构是:
when ECS drafted DS, she included in it...
manhattan 5th有说过关于代词放在句末指代清晰的情况---即通过平行的句子结构使得句末的代词具有清晰的指代，在这里，when连接的两个句子正是如此，主语she指代ECS，宾语it指代DS

此处考修饰。
A中，前半句，when。。。，那么后面一句就必须立刻补出主语。但是此处则是included。。。，这个句子awkward，vague，感觉ECS是included in it。
拓展一下，修饰语，修饰语，主句，被认为是awkward的结构，第二个修饰语有夹心修饰的歧义。
B中，其实原文是想表示ECS把a call 包含在draft里面的，而B选项改变了原句中心，B的重心是draft was adopted。。
另外，句尾that 从句是修饰declaration of sentiment，跟被修饰词相隔太远。
C 时态错误，had been，表示在draft之前就包括了？？显然错误。
D中太混乱了。。有木有。。。句子整个主谓宾都不清晰，就是一屏的修饰语。必须pass。
E相对来说就很清晰。从句，主句，主谓宾，代词指代都很清晰。
