这道题的逻辑是这样的：

从property tax转向sales tax --> 目前的sales tax要低于property tax所得 --> 作者认为这种切换不会导致总额降低 --> sales taxi不会低于property tax --> 所以sales tax将会增加，否则这个逻辑会有问题。查看五个选项中只有B会导致sales tax增加。
