而B里面，and两边都是主谓(宾)结构，是可以平行的。

想不通为什么E不对，如果要说E结构不平行的话，那么B也不平行啊...

E里面with短语可能修饰money。而且E选项可以看做and后面省略了with: with short-term rates on the rise and （with） no rise possible in the rates on their mortgages； 可以发现short-term rates和the rates on their mortgages并不平行。
B里面short-term rates rise and they are unable to raise，short term rates rise和they are unable to raise平行的。

是不是用排除法 - E的with有修饰歧义，错误更加严重？
