看答案之前我是选ｃ，当初是根据order sth.. to be done的形式将the measure of levels of bacteria in seawater at popular beaches and the results（以and 为界，前后并列）套进sth..里．看了答案后，原来be动词是可以省略掉的．
但是到了下一道题时，我选了ｂ项，它也是省略了be动词的．

另：接触语法题，碰到的每个题目都非常陌生，对每个对子的结构和单词都要细致理解，对每一处要得求其甚解．然而感觉上有一两个选项都似乎是对的，难道是本人的阅读量不够吗？平时读外文文章时可没有那么细致地读．不知大家接触这类题时有没有和我一样的感受，你们是怎么过来的
第二个，太过于注重形式了，be likely +adj可没有这种用法，习惯用法是be likely to do(be)
其实这种平行下的be动词省略不是特别重要，也就是说省略好，不省其实也没错，但是省略的前提是不会造成歧义
比如A likely to be at a severe disadvantage and is often unable to
如果把is去掉，那么会不清楚unable是接前面的be呢？还是is呢？因为两个都是系表结构，没法判断，所以干脆就不省略

be able to do是短语，不能省略be，如果以后将able换成其它的词，该怎么办？我们不可能知道所有的几个单词合在一起就是短语，固定搭配的。
反倒是2楼的解释合理一点。
好像不能说be unable to do 吧？不是一般是说be not able to do？

我不是NN，不过语法书中强调过功能不同的be动词或助动词不能省略，楼主说的39题B答案中第一个是被动语态里的助动词be，第二个be able to里的be是系动词，功能不同，因此不能省略
