我觉得最后的and attract应该与 that后那个 is looking平行。选D

attracting也可能与improving并列，所以有歧义

D选项存在单复数不一致的问题，前面that 修饰的是the Great Lakes 所以是 are 和their

另外：从句子的意思来看 improve the quality of urban life 和 attract new businesses 是并列的意思是as a way 的具体内容！当然咯，as a way 应该改成to因为此处有明显的表示“目的”的意图，GMAC 更加prefer 用 to improve 而不是as a way of improving 这样会显得wordy
