答案是B，我选了C，没有看明白为什么是B呢

因为hunting season在scheduled date（应该指到达5%的限制的时候）还没到就停止了，而且已经很多年了。说明这个限制其实形同虚设，hunters没有受它限制，而是出于其他的原因就停止了对鹅的猎杀，所以把限制令取消也不会让hunters去多打鹅。
