答案是B,我选了C,没有看明白为什么是B呢

因为hunting season在scheduled date(应该指到达5%的限制的时候)还没到就停止了,而且已经很多年了。说明这个限制其实形同虚设,hunters没有受它限制,而是出于其他的原因就停止了对鹅的猎杀,所以把限制令取消也不会让hunters去多打鹅。
