我选了B，虽然时态用了have，这一点不好，但是我觉得它的修饰语顺序比A好呀...

先明确这个时间段是要修饰construction的，关于修饰的位置要尽量贴近修饰的词语

B 这个时间段首先是做定语为而不是状语，所以不是修饰led，用完成时态没道理，另外between放在system后面不知道是想说什么，system和这个时间段有什么关系，是在这段时间内建成的还是塌了？当然根据信息肯定是修饰construction,为了避免这种修饰的模糊，贴近更好
