不明白这个平行， suspicious不是形容词么？为什么可以和locate, reticent 平行呢？

IMO

The key to solve this SC is knowing "reticent" is an adj.

The parallism is "difficult", "reticent" and "suspicous".

So I go for C.

这题要注意平行结构中只有在最后一个例举项前面才会加and

因而可以先排除 D E

that local witnesses are （difficult to locate）, （reticent）,and （suspicious of strangers）

括号中的三个部分才是并列项共用are
