这里面有题目没有提及的信息，先排除。拿出笔来，开始计算。

设1973年，consumption of cigarettes 为X, total sales of chewing tobacco 为Y, total United States population 为Z

到1976年，consumption of cigarettes 为1.034X, total sales of chewing tobacco 为1.18Y, total United States population 为1.05Z

B 1976 Per capita consumption of cigarettes 为 1.034X/1.05Z 1973 的为X/Z 选项正确。
