Critics：总统是因为反对党才cancel highway project的（理由：90%被cancel的project都在反对党控制地区） Secretary：总统是因为保证财政预算稳健才cancel project的（理由：nonpartisan auditors’ s report中被cancel的project都是wasteful）
直接的Assumption应该是总统是依据nonpartisan auditors’ s report判定项目是否稳健的
