(E) The average level of consumer prices overall has increased more than 300 percent over the last forty years.

答案是E，但是我认为C也是错误的。C选项无法削弱原命题，是一个无关选项。大家给点意见吧。

呵呵，偶以为e的错误要更明显，完全和原文相反

b也可以被牵强的解释过去

正是因为Private delivery services usually charge more than does the postal service for comparable delivery charges，所以他们多收一些钱而效率没有提高也就不足为怪了吧，应该可以作为对原文大额削弱出现

选一个最好的吧，看懂了就行，别钻牛角哦
