正确答案是D，可我怎么也看不出C错在哪里，it 在这里作形式主语呀。

习惯用法：it is necessary for sb to do sth,而且C选项的意思有偏差，没有D好也是一个原因

注意it is necessary for sb do sth, it指代的主语为do sth, 而非for sb

所以这里it不是形式主语，指代前面的单数名词；从逻辑上将是前面的interest raise这句话，不行，所以用such increase指代
