正解：A。没问题。

OG对B选项解释不明白，“What cannot replace that”为什么？求详解。

that后面修饰的是recession，是定语从句，而其连接词只能是that或which，不能用what。

如果用what，要改写成 to avoid what many had feared earlier in the year,the ression...

所以要么 to avoid the recession that...

要么是 to avoid the recession, which...
