这个题当时做我也错了。后来想通了。得从意思上理解。
如果选的是activates,也就是说与encourages平行，那么动作发出者变成museum,意思上就不对了。（肯定不是museum activates the animated functions of the piece.）
或者像lz说的动作发出变成exhibit,不可能是exhibit去激活吧。也不合理。
所以只能和to touch 平行，即encourages visitors to touch.....and thereby (to) activate.是visitors发出activate的动作才合理。

试着回答一下,which在ＧＭＡＴ考试中只能指代前面最近的名词,不能指代整句话(楼上问的语法是存在的,但是在Ｇ中错误,因为指代不明确).这里which只能指代exhibit,是错的, exhibit不能activate(解释就是说没有先行词)
说which无先行词是因为exhibit不能发出activate这个动作，它在从句中作主语就不符合逻辑意思
句子想表达的意思是...鼓励参观者去触摸各个展品，继而（touch这种行为）激活functions
thereby表达了touch和activate这两个动作的关系，但activate的动作发出者依然是visitors
