答案：B。请问下这道题C有什么语法错误吗？B读起来确实很顺口，但是B把原句中的projected换成了estimated，实意动词都能换，这是为什么呢？请nn多多指教！

刚查了前人的帖子，知道cost to sb.of doing sth.是个固定搭配。而且B选项的cost用的是动词形式，而C用的是名词形式，从这点上考虑B比C好。而且B避免了头重脚轻的句子结构。但是我实在不明白的是B怎么可以把projected换成了estimated的呢？请nn多多指教！

我觉得这个题除了B外，其他选项的修饰都有问题。
meet environmental 是修饰industry 的而不是修饰cost。

我觉得，首先cost作名词，没有the cost to do sth 的用法,其次the cost to US不等于US's cost,除非是of 短语，否则，不能把A prep B 改写为B'A的形式，见曼哈顿语法部分的解释~~

同问啊为什么可以把project改成 estimate 不是说忠于原意最重要吗？
另外D为什么不对呢？有什么错误？

我觉得这道题通过by the end of the decade以及to meet environmental regulations 这两个修饰语准确修饰的位置就可以排除到剩下B了，其余4个选项要么完全改变了原义，要么就是有歧义的，例如：C，By the end of the decade放在了句首修饰全句话，也就是连 is projected at 这个动作也是by the end of the decade，不顺口；D不用说，把To...提到句首，完全改变原义
