答案选的是 c 想问的是对于A 选项有没有可能with 做整个句子的状语。

简单方法判断就是intention后面应该跟of

至于做状语好像也不太合理，应该是the fund sustain the economy,如果做状语就成了Alaska systain the economy了

A 有歧义后面 it 指什么？假如是state, exhaustion of its reserves 这个所有格逻辑上也不成立。另外 intention or inteend 部分应该修饰fund, 而不是全句（deposit).

B, they? who is they ? 只有 profits 是复数，逻辑上错，

C precise and clear

d fund exhausting oil ? 。。
