而我认为是C。理由： require 所引导的宾从用虚拟。。。不知道原何B是答案，请指点，谢谢！

分析以下句子成分就知道了saying that their compliance with laws requiring turtle-excluder devices on shhrimp nets is protecting

c 导致saying that 后面的宾语从句不完整，而且意思也不对，意思不是法律require protect,而是遵守法律protect ,requiring只是说明了法律的内容
