看过以前有人问，大部分人的解释最终归结为改变愿意，那么我想问这题如果AB选项换个顺序，也就是让B的意思变为原意，是不是B就对了？？
B有歧义，between 1876 and 1904可以修饰construction，也可以修饰systems，逻辑上都有可能实现.而A只能修饰construction。
既然construction是发生在1876和1904之间，那么就不应该用现在完成时，好歹也要用个过去时态。
